                          HARYANA BUDGET REVIEW

The Haryana Government will give free laptops (Tablets) to the students belonging to Scheduled Castes families to enable them to get technical education.
Free bicycles would be given to girl students belonging to Scheduled Caste families under the Beti Bachao-Beti Padhao Programme.  Also, books worth of Rs 1,000 for diploma courses and of Rs 2,500 for graduate and post graduate courses would be given.      
  The students with disabilities studying in school and colleges would now get minimum scholarship of Rs 700 per month, instead of Rs 400 per month.                   

Mukhyamantri Vivah Shagun Yojana to be launched to provide assistance of up to Rs 41,000 for wedding of women belonging to SCs, denotified tribes, tapriwas jatis and widows.

 A museum at Kurkshetra at a cost of Rs 20 crore to be constructed.

800 MW supercritical thermal power unit at Panipat at cost of Rs 4,000 crore.


Haryana Fiscal Responsibility and Budget Management Act, 2005

Incentive money under the Inter-Caste Marriage Scheme increases to Rs 1 lakh from Rs 50,000.
Plan outlay of Rs 25,743 crore proposed for 2015- 2016 as compared to Rs 21,521 crore in 2014-15( excluding state public sector enterprises and local bodies)
Fiscal deficit estimated to be 3.46 percent of GSDP in 2014-15 and 3.14 percent of GSDP in 2015-16.

Removal of value added tax (VAT) on bio fertiliser, reduction of VAT on LED lights, pipe fittings and prefabricated steel structures to 5 per cent. No upward revision of taxes.

Increase in Plan outlay for Health and Medical Education by about 14 per cent, for Education by about 12 per cent, for Women and Child Development by about 8 per cent in 2015-16 budget estimates.

28.88 percent of consolidated fund (2015-16) will come from sales tax followed by Market loan 21.54 percent.

Haryana’s per capita income at current prices is estimated to have grown by 10.2 per cent in 2014-15 over 2013-14.
The per capita income at current prices is estimated at Rs 1,47,076 in 2014-15 as compared to Rs 1,33,427 in 2013-14.

December 25, 2014, the birthday of the former Prime Minister and Bharat Ratna, Mr Atal Bihari Vajpayee, was celebrated as ‘Good Governance Day’. On this occasion, the “CM Window” web portal was launched for effective redessal of citizen grievances.
‘End to end’ e-solution has been planned for efficient management of the public distribution system.

‘Beti Bachao- Beti Padhao’ Programme launched by Prime Minister Narendra Modi on January 22, 2015 from Panipat. ‘Beti Bachao Janani Suraksha Yojna’ proposed under which an incentive of Rs 1000 will be given to those pregnant mothers who already have one or more girl child.
‘Beti Bachao ASHA Protsahan Yojna’ being launched to incentivise health workers.
‘Apki Beti –
Hamari Beti’ launched wherein Rs 21,000 deposited in the account of first born girl child
of SC and BPL families and Rs 21,000 deposited for the second girl child of all families.

Per Capita per Day Availability of Milk- 773 gram

Haryana Vidhan Sabha has unanimously passed the Haryana Gauvansh Sanrakshan and Gausamvardhan Bill, 2015 paving the way for prohibiting the slaughter of cow. Taking a cue from Maharashtra, the Haryana Government, led by the Chief Minister, Mr Manohar Lal, has made cow slaughter a non-bailable offence.
Two Mega Food Parks for Haryana which will be set up in Sonipat and Panipat districts of the state.
